This is a framework, not a finished legal determination. Categories below are candidate restrictions that require review by qualified counsel per jurisdiction before enforcement is finalised.

How this policy applies

  • The protocol is permissionless: nothing here prevents a market from being deployed on chain.
  • This policy governs what the Kairo interface will display, index and make searchable.
  • Markets in breach may be hidden, labelled, de-ranked or delisted from the interface.
  • Interface enforcement never deletes, pauses or alters an on-chain market.

Candidate prohibited categories

Illegal activity

Markets whose subject matter, or whose resolution, would require or reward unlawful conduct.

Violence and terrorism

Markets on acts of violence, terrorism, or the success of violent campaigns.

Personal harm

Markets on the death, injury, illness or suffering of identifiable individuals, including assassination markets.

Exploitation

Markets involving minors, trafficking, sexual exploitation or abuse.

Private information

Markets that depend on confidential, non-public or unlawfully obtained personal information.

Market manipulation

Markets designed to incentivise manipulation of this protocol or of external markets.

Sanctions evasion

Markets facilitating sanctions circumvention or dealings with sanctioned parties.

Illegal financial activity

Markets facilitating fraud, laundering, unlicensed money transmission or similar activity.

Defamatory content

Markets whose framing makes a clearly defamatory factual assertion about a person or organisation.

Unresolvable questions

Markets that cannot be objectively resolved from any public source.

Spam

Duplicate, empty, nonsense or promotional markets created at volume.

Impersonation and fraud

Markets that impersonate a person, brand, project or official channel, or that mislead about who created them.

  • Markets about ongoing legal proceedings involving named private individuals.
  • Markets about elections in jurisdictions where such markets are restricted.
  • Markets on regulated financial instruments where local characterisation is unsettled.
  • Markets touching health outcomes for identifiable groups.

Flagged for legal review

Final category definitions, thresholds and enforcement procedure must be reviewed by qualified counsel, including gambling, derivatives, consumer-protection and defamation exposure per jurisdiction.

Reporting a market

Every market page has a report action. Reports feed interface moderation only and never resolve, pause or delete an on-chain market.
